this happened after an unsuccessfull installation of Norton systemworks 2005 and IE6, I extracted the file named ddem.dll successfully but the same message still shuts down the system, any suggestions?

Norton products are notoriously bad and i can't understand why people are still using it. Anyway, since you didn't completely remove Norton, Window still think the app is there and try to load it. Try this solution here : http://support.microsoft.com/kb/243372
